  1. revert(ci): remove lint-monitor scaffold (#129)


     

    Mass-rollout violated KISS (file added to repos without idle/docs-heavy profile) and DRY (30x duplicated caller scaffolding for marginal value). Opt-in via qte77/.github notify_on_failure input remains available where actually needed.
