1. fix(partners): try/catch storage config dans Server Actions contrat

   
   

   Si la config storage est absente ou si le dechiffrement echoue,
   requireActiveStorageConfig() throw. Sans try/catch dans presignPartnerContractUpload
   et getPartnerContractDownloadUrl, l'exception remonte comme 500 non lisible.
   
   On wrap pour retourner {ok: false, error: message} et que le toast client
   affiche la vraie raison ("Aucune configuration storage active",
   "STORAGE_ENCRYPTION_KEY manquant", etc.).
